Yeah broad match with no negatives will burn cash fast, especially on ecommerce. First thing I’d change is switch to exact/phrase match and build a solid negative keyword list. Also don’t send traffic to homepage, use a tight product page with one clear offer.
Could be expected CTR or landing page experience still holding you back. Google says “relevant” but sometimes page speed, mobile UX or too broad match keywords hurt QS badly. I had keywords stuck at 4/10 until I split ad groups tighter and added more exact match terms.
