is there anyway to use adwords without credit card/bank account, and just use the voucher?

i've entered my promotional code, and it says that my ad is approved, keywords are eligible, but when i hover over the speech bubble in my keywords, it says No to "ads showing right now" and "my ads are not running" how can i resolve this?

if facebook vcc not used to verify for ads,what is it used for? cause when creating an account, you don't need vcc right?
