Just put some nice & fresh content on the website and submit a reconsideration request. Explain that you bought the domain and the penalty is not your fault. This is what I did in my case and the penalty was removed.

I wonder if there is any way to check if a certain website uses a PBN or not? I mean with some online free tool (not paid). I would need to know this, as I'm trying to do white-hat SEO only, so I want to stay away from getting links from websites that use a PBN.
