I would contact Graphicmail or Mailigen. They can do what you're after. No I don't work for either. Also their API integration can make opt-ins, list importing pretty easy.

I've used all major email marketing platforms for years. And programmed software in C# and PHP with their APIs. For what you need I would recommend 2 commercial services which will let you do what you want. Graphicmail and Mailigen. Graphicmail will not mark your imported lists as opt-ins...
