Yeah, twitter ads work (in the sense that a bunch of random people click your tweet), but I believe the twitter targeting is way off. They make it seem like you're choosing specific demographics, but it's nowhere near as targeted as Facebook and Adwords can be.
I wouldn't run an ad to gain followers... but, yeah, in the past 5 years or so, I've probably run 8 or so lowest-cost promoted tweets. I wasn't impressed, but also, I could see it being effective if used properly.

Here's what I think works better than a Twitter ad: If you take a look at the trending hashtags, and find one that's up and coming, tweet your tweet, and include that hashtag. Then use a bot or bot-service that'll like and retweet your tweet 500-1000 times. This will cause that up-and-coming trending hashtag to pop into the top trending hashtags and your tweet will be the top tweet. If you find the right trending hashtag that relates to your tweet, this method can be very effective. It'll cost less than a promoted tweet, and you'll get tons of impressions, and enough clicks to usually get your return on investment.

yea i already do this lol it actually works good but not great. i do it manually from multiple accs tho where can i get a bot to retweet and like

Same here. I tried multiple app install campaigns and the results were not good to say the least - it came down to about $2 per and with FB I can go as low as 10 cents with proper targeting. That's why twitter ain't making much money - they need to improve their ads big time

I too as well have always found facebook and adwords to be better than twitter ads.
I'm also about PPC and not pay-per-action. facebook snags extra money for actions that aren't too worthy. It's annoying. Twitter probably does too.....
I don't like paying for people to like or share... I only like paying for the click-through. /end gripe

Other than having one's own bot-service to do this.. what other reliable service is there that won't get your account in trouble?

My take on Twitter:
white hat - quality content, following people, retweeting, participating in the community, finding a niche
grey hat - using bots/automation to help your real account, quality content, & to help in following people, RTing, and participating in the community.
black hat - using bots/automation to spam. Clogging the community with junk. replying to people with spam. Being the bot account that does the bot services.
I believe (and I absolutely could be wrong on this) that Twitter doesn't mind or have a problem with the bots that auto follow people and the bots that auto like and auto retweet. It has issue with the bot accounts; not the real accounts that use a bot for assistance. I think Twitter takes issue most with accounts that are auto-tweeting spam, nonstop, all the time. I also think other users flagging tweets plays a factor.
So, having said all that, receiving 500 likes and retweets on a tweet doesn't seem to put an account in jeopardy. Twitter doesn't like when the user DOES certain actions... but RECEIVING certain actions could be out of the control of the user. Getting 500 likes and RTs on a tweet is something another user could do to anyone, therefore Twitter has to overlook it. If bot-likes and bot-RTs could cause a banning, other malicious users could get people banned by bot-liking their stuff.
Again, it's all just my take. I don't have any proof one way or the other, except that I've been using Twitter since it started, and played around with every tool in the shed. I've never had one of my real accounts get blocked, ghosted, or anything for using automation. I've never once seen an issue occur from getting fake likes or RTs. And basically, most of the available twitter tools are against their TOS (auto DM, auto reply, auto RT - everyone uses em and has their accounts set up with tools that aren't technically acceptable based on twitter TOS)

This is why twitter will normally ban the accounts doing the like or rt's and not always the account that receives them.
