I'm not sure about best cloaker but you can try "facecloaker" for FB ads. Because it works best for me.

linkscloaking is the best to use these days.. but it all depends on you .. if you are not experienced enough with fb ads and cloaking then stay away from it before you waste a lot of money ..

You can try Facecloaker. I don’t know if you are going to like it, but it is doing pretty good job for me. The beauty of this cloaker is that they are focus on FB ads Cloaker only. And it is an awesome idea, as you know that it will have less bugs.
