I have ordered in Fiverr to promote mine site backlink and other resources.
The SEO Worker still working on mine project.
I suggest you to hire someone who can work instead of you.
Because they know correctly how it is working atm.

When you say cheaper than Hosting / domain then 5$ was a fair assumption

But still have faced a good ranking problem...there are no any positive results gets after did these work.

make fillar pages instead of tier 1.
if my tier 1 was in quality of my money site (which is on first page already but drops often) then id rank much better... my site is where it is at the moment because of relevancy and additional tiers, imagine if i had T1 instead of moneysite on that place.. my MS would be #top3 alltime

Anyways, if you are looking for effective SEO methods, i would suggest you none others than building Quality backlinks with HQ articles. High authority posts, social shares, real looking guest posts are best in those methods to get good rankings.
