Anything is effective these days. Web 2.0, PBNs, GSA, blog comments, Guest posting, forum posting etc.
It just depends on keyword's difficulty. For example you can use web 2.0 for low-mid kw, but don't expect much from mid-high competition keywords.
Link source is also important. If a page has huge OBL/spammed to death with crappy spun text, then there's no wonder why you don't rank/get penalized.
Link building too early might also create a red flag to google, and they'll ban you, even though that particular strategy could've worked if applied corectly.
What you should focus on, isn't the SEO at first, but keyword research. A tasty low competition keyword can be ranked easily with just on-page(time is the only factor here).

As @stevesolo mentioned above, ranking starts with having high-quality and well-optimized content. Once your content is in order and your on-site SEO is completed, depending on the competitiveness of your keywords(s), I'd usually recommend buying into a PBN (Private Blog Network). PBN links are some of the most powerful links you can build to a site, especially if the owner has a limit on the OBL.

Unless you buy adwords to be at the top of the search (now stuffed with 60% ads and adwords advertisers) you'll need 100% black hat.
Healthcare pages rank without a single page of content, just sales pitch.

The SEO Worker still working on mine project.
I suggest you to hire someone who can work instead of you.
Because they know correctly how it is working atm.

Do you really think 5$ Gig will throw you to the Top in serp unless you buy hundreds of "HQ" gigs (hard to find). Have a look at the marketplace here and see how much people are spending.

Do You think that,There are only 5$ GIG on Fiverr.
If You want to get higher rank,Then you must spend 300-400.
As far I know,Fiverr allow upto 325$.
And I have ordered for 95$ (Custom Order)
