Determine whether or not you can outrank a page?

I have a friend with a website displaying some negative things that he really needs removed. He paid a company to remove it but they were unsuccessful and could not rank higher than this page. What's the best way to determine whether me outranking the page is feasible? I ran a report and it says the following:

SeoMOZ PA is 16
SeoMOZ DA is 35
External links: 168

To me that doesn't seem like it would be hard to overthrow, so just wondering if I'm missing something or where I can look. Thanks
 
Ok I just ran a checkpagerank.net report on the main domain, and these are the results.. This is the homepage, not the article itself that I'm trying to overthrow. How much of an impact does the homepage domain have on an internal article?

You can outrank it, but pick higher DA domains, ie fb, linkedin, twitter etc and create profiles that you could rank.
 
Authority metrics are just that, authority metrics. They alone will never tell you how hard it is to outrank a website for some keywords. You need to take some other things into consideration. Splishsplash wrote a very good guide about Keyword Competition Analysis. It was focused on Amazon websites, but it's just as useful and relevant to any other kind of website.

So when doing the competitor analysis, am I focusing on the main domain or the specific article post url?

Numbers never give you the whole story. There are a few very specific sites that are always strong for certain industries. Google loves the relevance these sites have in their industry and even though their metrics don't add up to their ranking value, they always rank well. Looking at numbers would never tell you that part of the story.
