Do the courses as others have mentioned, plus.. You need to look for examples you are looking to create. If you want to design mocups, then look for good websites, and try to create those element by element. If you are looking to be a graphic designer, look for good designs over the internet (a very good community would be deviantart) and try to create those..

You will fail miserably, in the beginning but don't lose hope. Everyone came through that stage.

Basic photoshop and illustrator concept is all you need to get started.

Regarding books I highly recommend: "Non designers design book".
 
YouTube is your best friend.
 
best way is to do a tasks. So, finish course (any), then, make task for yourself, maybe you want to create interesting picture or art, just make interesting task for yourself and not very easy. You will need to study additional things while you do this task. Then, make more hard task for yourself, maybe, even try to copy and create popular image but by yourself
 
1. Think of what you want to make 2. Youtube it 3. Copy it in Photoshop 4. Finished
