No one is going to publicly come out and say they accept this type of traffic.

99.9% of all advertisers have it in their TOS that it's not valid traffic.

BUT most will turn a blind eye as long as you're sending conversions that back-out for them.

With all that said, if you're wanting to risk it (if they catch you they prob won't pay) - cover your tracks by masking your referrers / locking down your landers / etc.

On the flip side, some adult/porno offers do accept this type of traffic so you may want to start there .
