What are bank chargebacks in india?

So i purchased an instagram account through paypal and that seller recovered the account after that i opened up dispute on paypal, later on today i got an mail that case has been closed and i lost it. I contacted paypal customer care and they said they can't open up another dispute on same case and they offered me that i should contact back for chargeback and then i went to bank and wrote an application where manager told me that it is very difficult to get chargebacks and he accepted my application and will later submit it to upper division and then i googled more information and i found that credit cards do have option of chargeback, not debit cards! I made payment through debit and so now it looks like i lost all hope.
Any advice on how can i get refund?

I made an unauthorized claim.

Why ? Did he stole your money by getting unathorized access to your PayPal account ?

PayPal in 99% will decide against you in that kind a claim.

You need to always use a real reason, in 99.999% it will be not as advertised (even if you've created monthly payment and asked seller to cancel it for you)

Agree with you but as you know selling/buying instagram acct is not legal so i was afraid if i say correct reason they can ban my acct for illegal activity.

After 2 days call to paypal team and tell them a genuine reason so you will get your fund back.. paypal never help Indian people.

Only if that was that easy as you described it.
I tried to open dispute but nothing happens as it says dispute was alredy active on this case and now it says closed. I talked to paypal service twice and they said they can't do anything as they have rules lol. Worst thing is i have to use paypal nonetheless for online transactions even for this their shitty system.

Here are certain things to understand. When you used your debit card your bank dealt with PayPal and not your seller. PayPal is obliged to honor any request from a banker. Ask your banker to mail to PayPal regarding a complaint from their client as to PayPal facilitating fraudulent sellers on their platform and not offering buyer any protection which actually is against banking regulations in India. Every banker is regulated in India to provide buyer protection when using their cards and PayPal is bound by it too since your banker is dealing with PayPal and not the seller. If your banker is understanding enough he will send that mail and I am sure PayPal will refund it. I had been in this situation an year back and my banker is Axis.

You'd have to call up your bank and explain the situation just like you've explained it to us. They are generally on your side for these sorts of deals, especially with the recent deterioration of Paypal's reputation.

Why don't you try and get the account back instead from the link in the email which you got when you might have changed your email or write to the support as you got hacked...

Writing an application is the first part of any redressal mechanism. Then escalate it after few days. You will get a definite reply and there is a forex Deptt in axis where your application will ultimately reach and they sure know what PayPal is. They even know and deal with stripe as I had some issues with stripe which axis sorted out for me albeit after lots of mail to and fro.

It was not my acct buddy, they could easily say that acct was accessed from someone else from a long time and i was buying it as i changed email, password and phone no. when i got it.
