It can, though the keywords I targeted for my client hardly have any competition (all local terms that receive an okay number of searches each month). If I had tried to do the same thing with the significantly more competitive keyword I originally wanted to target on his site, the results would've been much less dramatic. As an update to that last post, that client's rankings unfortunately later ended up fluctuating around a bit before "stabilising" around positions 6-8.

The "authority" part is a bit tough for me to answer since there's no real "scale" I can put the sites on (outside of those 3rd party metrics). I suppose if I had to "rate" the sites on a scale of 1 to 12, I'd give the linking site a "5" and my client's site a "2"; though take these numbers with a grain of salt.

If you'd like to learn more about backlinks, there are other members here who are much more knowledgeable than I am about the topic. @t0mmy is one member in particular who comes to mind who has some guides on the topic.

Yes, in case we're talking about niches with little or no competition.

I haven't used the Moz Toolbar in quite some time after the issue they had last year (as I mentioned in my updated SEO guide here). However, if I recall correctly, when I looked at the PA and DA of the sites in the SERPs, I was looking for sites that had a PA and DA (mostly DA) which were close to the PA and DA of my sites. For example, if the DA of my site is 25 and the sites in SERPs for a keyword I'm interested in have an average DA of 15, then this keyword would be more ideal to target than a keyword where the sites in the SERPs have an average DA of 40.

Of course, as far as the Moz Toolbar is concerned, I'm unsure how effective this strategy still is.

I forgot what I did exactly to look at the links each page had at the time (I used some kind of tool for it), but it's not really the number of links that the site has, but the quality of the links.

Running most pages at around 2-3%. I have one that's a bit 4% and does "okay." But, this market is dominated by backlinks it seems and a lot of blackhat strategies.

Great in 2015..... Not so great in 2017 when the SERPS are all fucked up with old crap.... Even longtails are being outranked by unrelated crap content from 2010/11/12/13...

After reading this post most of my doubts are solved, but i still have some doubts with step 9 ( re optimization) and step 10 (keyword cloaking).
