You can, in UK limit is around £1,250 for sending and I think £1,850 for receiving.

But point is... how would you withdraw the money ? If it is something illegal you still need to give somewhere real details to either bank or shop. Pretty much pointless if this is an illegal activity.

PayPal easily can identify new accounts, if you are using on same PC, IP, network, geo-loc they will know that all those accounts are yours. This is a financial company that is regulated by different bodies. Money laundring schemes are something that PayPal should fairly well know how to recognise.

Maybe I am missing the point here but why do you not just verify the account? If you send the money and PayPal suspect something they may hold the money.

Just verify your accounts by adding credit cards into your accounts.
