The links are now region specific due to stricter placements on verifying pages. I suggest try the link you have on a VPN. Go for countries like UK, CA, US, AUS etc.

The link was working for me on 1 January with USA and HongKong VPN, I think they decided to close the application form completely.
However if you are in USA, you should give a shot on "Mentions for verified page" link.
