Advice Needed with Deleted/Expired domains

Hi,
long story short.
Where i live some banks (went down or mixed with others) and public services (water, eletricity official websites) changed their names.. and now their websites have expired and are available to register.

cheked with the site <expired domains>

Site 1: (public service)

Backlinks mostly from other public services and gov, ABY 2004 (but it was registered in 1998)

Site 2: Bank (europe) link expired but the bank havent changed their name, online the official site.

Site 3:

Site 4:

Site 5: (fottball site)

With your advice, whats the best thing to do with sites like this?
My ideia is to cloak or to backlink to my MS.

Tell me whats the best way to take advantage of site with huge backlinks from official sites of the country.

If the backlinks are 100% clean you can register these domain with fake Whois and either 301 to your MS or Create a PBN and then link your MS to have a positive SERP for your MS

They are 100% clean.
If you have a public water supplier with a name water-on-location1.com , and then it changes to water-on-location1-and-location2.com
Most of the official site of other locations and gov sites haven't updated to the new site.

I was talking with a friend and he suggested that i put the site with the info: "under maintenance" and a form to subscribe to recieve the news of it, and when email is double checked (confirmed)... the auto responder will start working after a couple of days..

And Do note that it shouldn't be some government website. Else they can make you drop the domain without giving a cent !

it's not gov, it's a public service that changed the name and the site has expired after 2 years, but it still have 54 autority backlinks (sites alike from other areas that haven't updated yet)
But that advice is real.
