You can use your signature space if you upgrade to Jr. VIP or premium membership ($97).

No, upgrading your account is the only way to use your signature space here. There also aren't any features on the forum that require you to meet a thank count threshold, though there are features which require you to meet a post count threshold (15 posts to PM, for example).
