It is not impossible but is very difficult. The average PBN, comment or similar spammy links won't rank it.

If you've money (and a lot of it) you can outrank anyone and anything but for a forum, IMHO, it's not worth effort.
Making money from a webmaster forum is very difficult (unless you're smart like the BHW or WHT owners); while the niche CPC is high, the CTR is VERY low... webmasters don't click on ads... Adsense ads. Premium membership won't work if you've nothing unique to provide. And managing a forum is very stressful.

A simple SEO blog will make you more money with less stress.

I'd suggest trying better niches where RoI > efforts required.

I thought PBN could help SEO more but I agree with you, spammy links and low quality backlinks will not increase SEO rankings
