i have sent payment to seller, payment done successful, got the email as well from PayPal & my bank funds deducted, but what the seller is saying that its pending balance showing in his ac, now he insist me to go to transactions page, check the delivered then only it will come success in his account? is that true? I never heard this?

PS: I sent payment through goods & services!
 
If im not mistaken, if you send as goods and services then sometimes the payment gets held for up to 21 days.
 
Yes this can happen (and it happens a lot) if the seller account is new or has been hit by a review.
Paypal will hold any money coming to that account for 21 days, doesn't mean neceraly that the buyer is a scammer but yeah you should verify it ( maybe you can ask him for a TV session ) or if he already delivered what he said then you can confirm you received your order so the money will be released)

Traded with paypal for over 10 years and sold 100's of 1000s of products. You have done everything correct. Problem is with paypal and the person you have purchased the product from. Over the years paypal has become a pain in the arse with payment holds, freezes etc. Chances are the person you are trading with is either:

New paypal account
Gone over their withdrawal limits or close to it
Suspicious deposits (unusual activites) this is common when selling certain goods (mobile phones and electrical goods)
The amount you sent was a large amount
You are sending a currency that is different to their home currency

Plus whatever they feel like holding the payment for.

If it has been taken out of your bank it's being held by paypal to make sure the payment is correct. I had this for a few hundred pounds a few weeks ago. They were arses about it even when phoning them up. Nothing would make the money move faster. They said it was a 21 day hold that turned into a 72 hour hold. Considering I trade all the time they still held my payment. So it can happen to anyone.

Don't send them anything else. Just wait it out. Did you send the payment via email or over a secure connection, like the PayPal checkout. I assume goods and services was via your paypal account right? and you just sent it to their email which this would defiantly happen to someone you have never traded with before. Especailly if they are 1. new or 2. don't have a business account.

Personally I just see it as paypal trying to make a quick buck because when the money is being "held" it doesn't exist anywhere. It's not in your bank and not in their paypal balance. Meaning it's in another "storage" accounts accumulating free money, basically... But it's supposed to protect you...

This is quite common by the way.
 
Ask him to check if need to approve your payment from your client side.
 
Have you contacted PayPal to ask them what's going on? If the transaction is complete your side then you just need to explain to him that it's security measures in his side and he should speak to PayPal if he isn't happy.

I have seen that his PayPal account is unverified & he insist me to confirm that I received the delivery but if I check that & after that if he says to PayPal that he is really delivered services? one more thing is its showing payment has been sent from my side & he even wrote tracking information & delivery under process its showing

Yes..It's true.PayPal has this restriction to new PayPal users. You have to update the transaction detail as "received". Otherwise, he(seller) will have to wait 21 days to withdraw your payment.If you don't, it will be in his pending balance up to 21 days.

A. It smells of a scam. Be careful.

B. Don't confirm that you received the goods if you haven't. Once he gives you what you paid for, confirm. If he wants you to confirm beforehand just dispute the payment and you'll win 100% and get your money back

So what? Screencapping magically is not working with his friend's account? Unverified account as a seller is a red flag. Don't release the funds until you received the goods. If he already sent it, it shouldn't take too long. Why would you take a risk? Let him know, that you'll confirm the delivery right when you have the goods in your hands, but not a second sooner. He can't do anything, if he already sent it, if he didn't, it will turn out and you'll get your money back from PayPal. Anyone can provide tracking info, but you'll never know what's inside a package until you open it.
