Can I use short clips from another video without problems?

I have a channel on YouTube, and I want to know is if you take some snapshots of other videos Do I will proclaim copyright? Does this affect the channels in YouTube?

you can use them if you do it with "fair use". Meaning you can use it like 10 secounds then show something else and then use another 10 secounds. Think of it like how News works. read more about fair use here
