$25 is one time fees and then you can upload unlimited apps.
I made max around $250/day
 
there is sites supported advertisement and as i saw they are using that ads for earning per download is that true ?

Create another account obviously! Don't risk your account.
Make sure you buy the new account from a ip different from primary account
