How to start with learning?

I am a newbie in IM & SEO, I read a lot of articles and I am in a lot of groups.
But what I learned until now wasn't very structured and practical.

I want to learn everything in a practical, implementable manner.

I have a budget of 1000$

How would you guys invest it?
Which course would you buy?
Which tools would you buy?

How would you guys invest it? - Put it in the bank a few months to try get some interest on it while you read a lot of threads on here.


Which course would you buy? - None - any worth their salt are shared here or elsewhere. If it works for you and you learn/earn from it, then go back and buy it once you're making good money.

Which tools would you buy? - None until you learn how to use them.
Use the free trials they offer to see if you like / understand them.

What should be my goal for learning?
I already have build some websites and have a lot of experience with wordpress, but I never made SEO
