Youtube external linking not working, any ideas?

Hey guys!
I was having an idea for youtube today. For those exxperienced with youtube you know that you can make anotations link to your website. This is a partner only feature.
I got 2 accounts partnered with fullscreen. But only one of these accounts can do this.
Anyone knows why?

You don't have to be partnered to add link to annotation, all you have to do is add your website to youtube then you will able to add link to annotations.

I have linked the website to youtube. But still there is no option to ad the link to anotations. Only these
-Youtube video
-Channel
-Google+
-playlist
-Subscribe
-Crowdfunding

So there is no option avalible. Also my webpage is verified in my advanced channel setings

Go to your channel's Video Manager. You can get there by clicking your account icon in the top right > Creator Studio. In the left menu, click Video Manager > Videos.
Next to the video you want to add annotations to, click the drop-down menu and select Annotations.
At the top of the screen, click Enable in the banner to enable your account for external annotation links.
Accept the Terms & Conditions.
Follow the instructions to create fundraising annotations, merch annotations, or link to your website from your videos.

You need to Enable it!

im not sure it will. The accounts were made on the same day and also partnered on the same day. This was maybe a year ago

you to your websites home directory so your channel can link to your website through external annonations.
