Payment not received after delivery

Hello, Rodolfo Clemente was asking for help to create PayPal account. I opened a new account bearing some expenses and gave him. Now he is not paying my money.
Please help me.

He said

"Please go on report, i have the screenshots of our conversation. You told me you will close the account so go on, close it. I don't have any assurance that you will not close it after paying you."

He refused to pay. After delivery I asked for payment and he did not replied for 24 hours. So I got worried about being scammed. I told him if you will not pay then I will report to PayPal that it is a stealth account and close that account.
