i can find some great offer online as free voucher (food and beauty voucher ..), and i have a mailist of peoples interested in food and beauty.
Can i creat some url locker to those offer as pdf, then to win the offer you must complete some survey, if yes what is the cpa network that could offer this?

that is my plan, but getting those email submit CPA offers could be pain, cauze those offer take too much time and keep asking for other offer non-stop, do you have any good CPA network that could offer this kind of services?
