Starting to manage 1000 accounts at once will be pretty damn hard and before you know anything yours accounts will start getting banned one after another.
Start small, 200 accounts this month, 400 next month and so on.
You can buy PVA accounts on SMSPVA for $0.50 each -
Or if you want to save more money and better longevity of the accounts, buy non-pva accounts from SMSPVA for $0.20/piece and phone verify them once asked to verify for $0.15/account from SMSPVA, that's $0.35 per account.
So, 1000 accounts will be $350, proxies from RussianRacket or DDuce will be cheap. Make sure to have a monetizing method in hand before pulling the trigger.

I suggest you get atleast 10 providers and 100 accounts from each one.
This is fact if one account goes down so will the other 99 accounts .
I would get 100 accounts from 10 providers them build it up over time .
Your looking at $50 to $500 no matter what way you go ...

Still, it's 10 times better if you buy non-pva accounts and phone verify them once "phone verification requirement" occurs.

I think aged account is not good for me. Some of accounts are almost 6 months. But still got phone verify.
But I will buy some for test tomorrow. what's the price?

Not the app at all, if your account keep going to phone verify it your proxies trust me there no good. Change them.
When you buy accounts you need the proxies also from that place where they where registered from ,or no the place the person that crated the account proxies are from.
Instagram very strict on accounts .

So the best way is to create 3 accounts per proxy and using phone number when creating new account i guess right :/
