I am working to rank for really easy keyword. Some of my competitors have few backlinks from web2.0 (blogspot) so i tried to create few for my webpage as well. I scraped some expired tumblr with PA 28 each and i linked back to my webpage using related anchor text but unfortunately, the position of my webpage on SERP didn't change at all. Why so?

Not at all. It just takes time for search engines to recognize them. You could always trying pinging your tumblr blogs and submitting them to the search engines so they get indexed faster.

Because ever second tumblr has PA of 28, it's useless. Go for PA40+ or TF15+
And it is good to check backlink profile, mostly they have links from other tumblrs, which is not what you want.

What kind of time-frame are you talking about? Days, weeks, months?

I would say a couple of weeks started a website 2 months ago and some of my tumblr links are already showing.

I was asking OP how long ago he created the links because, obviously, there's no need to stress if he just made them last week and still isn't seeing any movement.

I think so because google is now not giving importance to free ways to get backlinks.
You have to find some good natural looking ways to get backlinks.
For example Guest posting.

Diversify. You need to increase the kinds of backlink sources you're obtaining backlinks from. Check this out.

This is what people need to understand about tumblr.

EVERY TUMBLR BLOG HAS AT LEAST 27 PA.

So treat 27 PA as 0 PA.

I dont even mess with tumblr anymore for links, build a PBN.

It is already indexed by Google but my webpage rank is still constant

How long ago, as an estimate in days, did you create the link?

Also, as @Tove mentioned above, just because you've created a web2.0 link that has some higher-than-nothing metrics, doesn't mean that it's still got good metrics. You want some pretty beefy page authority with it comes to being able to see an actual bump from web 2.0s. There's a ton of other factors too also, as well as a handful of unknown unknowns that might be affecting the big G's perception of your links. It's best to be working multiple angles at any one time, for example; if you're creating tumblr links, be creating blogger, weebly, wordpress, and etc links as well. That one single tumblr blog that you have might have been flagged by Google for some reason. There's a lot of sh*t that is tough to know, and there's a lot more sh*t that's impossible to know.

Unless you've spend a LOT of money getting a link (maybe a guest post on some reeeeeallly powerful site?) it's probably best that you work to avoid ever having to concern yourself with a single link being indexed or not. It's a percentage game.

OP takes some time you need to be chill buddy. Even you don't see a movement in serp, just scalable your expired web 2.0. Like peoples said above you need some quality metric more than PA 28. If not build a PBN

You should read BTB method on how to get unique links from Tumblr

My Tumblr PBNs are indexed by google but not recognized as backlinks yet (indexed 2 weeks ago). What should I do?
