philipines, singapore pp accounts are easy to create and verify with vcc.

i used vcc from secondeye some time ago. he has his own forum for these services where he address
issues and share tips.

Not sure if this is available in your country, but I've been using Freshbooks to receive payments from people who have Paypal accounts. With this, they charge a flat rate of $.25 per transaction.
