The reward is that you are keeping a forum where you learn, share, buy and sell clean so that it is a place you want to go to as well as a place for others to congregate.
It is not unlike going to the grocery store to buy milk, seeing a guy robbing the store and you calling the police.
As a community it makes all the sense in the world to help keep it clean as the better the forum is, the more we all gain from it.
It's not about directly getting scammed, but BHW could reverse transaction in no time if sellers didn't meet the TAT for example, which is very often. Sellers are so laid back when it comes to it.

We take service quality very seriously (low-quality, cheap services still have their place as long as they're described accurately) and will continue to increase the strictness of the marketplace rules.
One of the things we'll be working on is regular reviews so there'll be no more threads open for several years without any kind of quality check.
If we think about same guy I have posted thread against him in Shitlist forum and waiting for approval. Sad to see no moral people like him are ruining this place in eyes of its users.I think we're using the same service. May 14 I ordered, still haven't received 1 completed site yet. I agree with your suggestion of there being a quality check periodically performed, if not by the admins, then by VIP's or trusted members etc. under a different name or something. While disappointing, it hasn't corroded my view of BHW itself, but I definitely wouldn't be using the seller again once it's all done (if it's ever done, I'm so over it).

Although it is a distasteful process to go through it does work in many situations and oftentimes the issues get resolved before they go live as the Mods will try and get the sellers to make things right before things go public.
Damien, the Admins and the Mods all want the buyers and sellers to have a pleasant experience when it comes to Marketplace purchases, as well as the other parts of BHW, and f there is something that is improper hit that report button, use the SL, or just reach out to a Mod.

When it comes to Shitlist forum and this particular rule, my opinion is that if you inform seller about your intentions he'll of course give his best to fix it,
I still think punishment of one would make others think twice, which in the end would lead to quality on consistent basis. Time will show...That would actually solve your problem with that seller and, believe it or not, that does affect the mindset of the seller when he gets a couple of those notices and makes some adjustments.
Couple that with what is being done as an overhaul of the marketplace by a bunch of different people and things are getting tighter but as a buyer it helps everyone, especially yourself, if you inform the seller that you are about to SL him/her if they do not resolve the issue per their stated offering.
