Wordpress.com also offers a limited number of built-in plugins (although you can't add additional plugins). Granted, you won't have as large of a selection of features and options as you would with a self-hosted Wordpress website, but they're still there.

OP, another option for you, if you want to give owning a self-hosted Wordpress a try, is to use a free domain name (e.g., .TK) with a web host like Freehostia. While Freehostia is okay considering it's a free, albeit limited web host, I'd advise against using a free domain name considering a cheap domain name is a better option.
