Well that depends. Cloaking an affiliate link with bit.ly to make it look cleaner and have more accurate and real time stats is legit. Cloaking an online casino affiliate link so it can pass google/bing/fb/other 's pre ad reviews is very blackhat :)

Cloaking bing is not particularly difficult.

Just watch out for scam artists (aka practitioners of dark arts) who sell overpriced cloakers often billing their clients thousands of dollars.
 
Look for these sites Fiverr and Fraudbuster will help you a lot,with you can cloak any ad for you in Adwords, Bing, and Facebook.
And with great results.

That's not ad network cloaker. Please do not spread false information. It's used for link cloaking.

This guy is asking for "ad network cloaking".

Two different things. Do you see?
