Your brain. Your best T1 links are going to be manual. You can very very carefully use tools for diversity links but it's better to just use a service.

I know Xrumer but a lot of development is going on on that niche and a lot of software is very complicated, google and youtube for Mathew Woodward he is testing a lot of this kind of tools.

you need to create a link building pyramid
Example
Create 10 Tier 1 best quality backlink to your site (Manually Create web 2.0 ,guest post)
Create 1000 Tier 2 to Tier 1 (gsa, scrapebox...
and create 100000 tier 3 to tier 2

There are couples of tools that you can use for making back links. Like Xrumer, Ranker x, GSA SER and Senuke TNG etc.. But you should not start making links without having knowledge about these tools as best result can be get only if you know what you are doing!

Best method would be to create links manually to your money sites with loads of social signals,
Then on those links create automated links with GSA or RankerX (I personally use it).

Don't send automated links to your money site as that can be dangerous.
