Looking for the Oracle of knowledge

I am having problems seeing the wood from the trees. I want to bring my Facebook page up to over 10,000 fans. It currently sits at just over 80 so I have a bit of a way to go . Anyway, there are so many options of how to increase the page likes, I am not sure which way to go.

I am looking for real, engaged and highly targeted Facebook users, and so just getting high numbers is not enough. They have to be real and they have to be interested in my niche.

I was wondering if there is anyone out there that could recommend a system or person to follow that get me to where I want to go. I am prepared to put the work in, but I just don't know the best way to go about it.

Any help would be appreciated.

It is a business page. I am open to spending money but only if it has a good ROI. I can use Facebook ads, but was hoping for a cheaper way of doing it. Happy to have slow steady growth, rather than 10000 followers overnight. Don't want to get banned.
