1) Yes, it works. 2) As risky as dying from a sneeze - provided the text is 100% original. Am looking for donor sites myself. I am from Russia and actually here in Russia we have some cool resources for such promo-activity for the Russian language, all such resources and donor sites prosper. As to promoting the English part (my site is bilingual - there is almost zero level of service in the West, looks like most Western site owners got scared by the cunning Matt C. or something. Quite a funny situation, in a way, in the sense that the overwhelming majority of Western site owners opt to refuse to take heaps of USD they duly deserve preferring to believe in outright lies and fairy tales for children.

My guest post technique is to search for keywords relating to my website that say or look like they may accept guest articles and I e-mail the editor with my topic idea to see if they will accept. Also I look over sites that I prospect with Semrush and Moz stats to weed out any potentially spammy sites.
