Is it necessary that an expired domain should be indexed in Google to use it for 301 redirection? I bought an expired domain from a private vendor a couple of days ago and found it was not indexed in Google. If it is necessary, how can I get it indexed? Thanks in advance!

An expired domain will be most likely deindexed, not a rule but if it lacked a website for a while it wasn't crawled, thus removed from index.
You can add a few articles, but make sure you include at least 1 youtube video in each one, post like 1 articles per week and let the domain sit. If you checked it for spam and it looked clean you should get it indexed, there is a small chance that the site got a penalty at some point.
I bought a new domain at some point and tried for 30 days to get it indexed and then checked it's legacy and found traces of spam

No no and no. I'm talking about expired domain because that's what he bought and mentioned. An expired domain just means the owner didn't renew it. It also means it probably won't be indexed in google since the deletion period goes from sometimes more than 70 days, and if Google crawls during these days, they will just de index it because no content or no dns resolving.

There's high chances that an expired is deindexed. penalized? you just check the historic on multiple sites and you'll get your probable answer.

You can Re-create the website and get it index then do a 301 redirect.

From all the info everyone posted here It's clear that Google bot has to visit the expired domain somehow, either from manual fetch or from the backlinks this domain already has. As most of the backlinks are still alive, Google will crawl the domain at some point, needless to create a website and get it indexed.
