I would like to know when you start link building for a new website nowadays ?

Start small, and wait until its at least a month old. A handful of social shares, then maybe build 2 or 3 PBN sites over the next month. Then manually post a link or two on some forums. Then a few more socials. Then pump a few links to the PBN. It starts SMALL man... and it depends on the site's niche and your goals. I don't hit a site hard with links until the 3rd or 4th month at earliest. Your links have to be IN LINE WITH your traffic. If you get 50 visits a day you shouldn't have more than a link or two a day. If you get 200 visitors a day you maybe can build a little more. Google KNOWS your traffic roughly and they KNOW your inbound links. Make sure the percentages match and look natural. 50% of your visitors WILL NOT naturally post a link about you.

I would be more worried about content in a new site than link building. Create great content. Not good content, then work towards establishing your social media presence. That should be what you should be doing during the first 3 months of the site. It's the cheapest way to getting yourself unwavering traffic in the long run.

In my opinion, for a new website don't start link building. Wait for some time until your site gets little aged and then go for link building. When Google crawls a new website, it finds your website with backlinks your site gets penalised.
Just increase your metrics and focus on On-Page SEO. Share your site on social networks and try to increase your site traffic. Update your website regularly with quality content.
After 4 to 6 months start link building.

Domain Age is important, the older domain has much more backlinks that could able to rank site higher.
But for the new domain and new website there is no time needed for doing link building. you can done at any time.

Start slow and steady link building. Guest posts, social shares,etc.. There is no standard period to build links. Since your site is new, so you have to move safe and secure.
