My first link building strategy

I am starting my first local SEO journey.
In my country (Brazil), competition in this case is low. So I defined the following strategy:

TIER 1 (held in 10 days)
- 15 expired tumblrs with TF 10+
- Send a PDF for 10 different share directories (like Slideshare, etc.)
- 30 posts on Bookmarks (Digg, Delicious, Reddit, etc.)
- Send 4 videos for different platforms (Youtube, Vimeo, etc)
- Post 10 comments in relevant niche sites (analyze in Majestic)
- Create 300 social signals on FB, Twitter, Pinterest, etc.
- Set Yoast Local SEO to geo-targeted directories
- Create some post in relevant niche directories (analyze in Majestic)
- Create some post in relevant niche forums (analyse in Majestic)

AFTER TIER 1 END (held in 5 days)
- I check if everything was indexed
- Look for some code 404 (broken link building) to offer my link
- Look for any possible guest post opportunity
- I watch the dance of the SERP to see if I need Tier 2 and 3

TIER 2 (purchased in Fiverr / Source Wave / BHW)
- 700 links in article directories
- 1,200 links in Wikis pages
- 5,000 social signals over the month
- 1,000 links in comments
- PBN links

TIER 3 (purchased in Fiverr / Source Wave / BHW)
- 10,000 comments links in blogs and forums profile

My questions:

1) It is a good strategy? What do you think?

2) What tool do you suggest for Tier 2 and 3? I think Scrapbox can be a good idea (because it's cheaper and I'm out of money at the time). But I don't know if Scrapebox do the job in my case. Accepted opinions.

I would say it looks fine.

If it was me, I would now wait a few weeks to see what the serps do and then possible(depending), throw some pbn links in the mix and maybe a parasite wheel as well

I'm not so sure about TIER 2. Every time Im doing research on expired domains I see sites that have backlink profiles like that and you can smell the spam a mile away.

Then again, I'm not ultra experienced with link building myself, so don't take my advice very seriously just consider what that kind of link profile looks like when you are doing domain research and is it natural or not natural?
