You are right! I had my doubts when I read those "You can use Payoneer, whatever! " lol
I created a new Amazon aff account just a few hours ago, and you simply can't defy Amazon because you're providing them an address which is OUTSIDE USA. So Payoneer can't be an option for my new account to gather Amazon payments. period.
How these people living outside USA are using (read: abusing) Amazon and collecting their Amazon commissions in Payoneer is simply beyond me!
Only if they are able to explain how they are doing it, then only it will be useful information for people staying outside USA AND who give their true|actual living address to Amazon. Otherwise I would also suggest that members don't trust such posts where they say Payoneer can be used by non-US citizen IF address given to Amazon is the actual non-US residential address.
Or it is a case of simply suggesting a method which they could've just read somewhere on the net, BUT they have not actually implemented themselves.

P.S.:
By giving my actual Tax info (my PAN details -- I'm an Indian tax -payer) I was able to proceed completing my Ama account. To use Payoneer, I would have to prove that I AM an AMERICAN citizen. How can I do that without fraud? lol. I mean, my site and account will be banned if I give a false address, and when the time comes to pay tax, I cannot provide the US tax details, and therefore my account gets closed, my successful website gets banned... I'll have to erase all the aff-codes on a site which is making me money? And also it means that I've to start everything all over again!!? Sh!t -- I will not play the fraud game which I'm certain to lose! lol
I can wait for 4-5 months to collect Amazon check, I can wait another 2-3 months to get the money in my bank too. If it gets lost in snail post, I will request Amazon to get me another... repeat process if this too gets lost! May be they will send me a bigger check because by that time, my sites have accumulated more commissions!

And, I have other options to make money, so hell, why not show patience! May be those checks too will never get lost in transit!
PPS:
May be Amazon will selectively send a bank e-transfer, they too wouldn't want to lose a successful off-shore affiliate for the huge delays in payment! Everything can be worked out, but to make that happen, you need to be an exceptionally capable person/affiliate. Or else, keep the check route open... the check option has been working for their non-US affiliates for years, isn't it?
PPPS:
Amazon is not something like that famous articles submitting website (now closed or bought by Yahoo), where you earned about $600 with fraud details, and when the time came to give the US Tax details, you simply chose to abandon that account and opened another fraudulent account and carried with earning another $600 or so...
On this Amazon, the stakes are great, and when the time comes to give them US Tax info, you simply cannot abandon your site and account, and recreate the whole damn process... not worth (that fraud route). Btw I have a very old Payoneer account also, but I can't use it for the above (and also the following) PITA reasons.

And also, now Payoneer doesn't give you (us Indians) a "physical card" to get Payoneer money from any ATMs, all the international funds collected in them will get transferred to our local bank accounts immediately -- just like that fcking dude Paypal. Our government knows all the tricks of the trade and they have blocked those loopholes also. lol -- do you guys think PP had got jealous of Payoneer and backstabbed payo, and blew away that route that was making Payoneer more popular and effective than PP itself? Possible, yeh?

'coz, now the money-spinning Indian playing ground is completely leveled for both, and PP is gaining on payo... ok, jk there!
But btw, if you're at all abusing the Amazon system and using payoneer way, then payoneer will have to disclose where the Amazon money is flowing after getting funded by amazon affiliate payment system (because someone will complain to Amazon, and you know how sh!t it is in the US corporate world), and you'll not just lose your Ama acc, but also lose your payo account --
--- and Amazon has proved recently that they will even legally go after anybody who abuses its system (Fiverr case) to teach a lesson to everybody else. Fiverr never got burned, and payo too will not get burned -- it's the common man on the street, you and me -- will get shot because we are abusing it in whatever way.
Remember, Amazon has an office in India and they can send your actual local address a legal official mail anytime they wish to. Not worth taking that risk, so don't wear that fraudHat here. This father of the Goliath will never fall and we can never become that David also....
