2. Manually installing Wordpress with the 6 + 10 domains on 10 unique Free hosts, which I will provide.

To do this, I will pay (6 + 10) x Rs. 111 = Rs. 1,776
And for manual Wordpress installations on 16 free hostings = Rs. 1,600.

You must be a reputed member on BHW.

Not necessarily, OP may prefer someone that speaks his native tongue for easier communication. Also work outsourced to India are usually dirt cheap because of their economy; $100 usd may feel like $200 usd for Indian citizens.
