Anyway its dick move from twitter.
They know they have lot of spam but they didn't want to remove it becouse they users number they are presenting on papers will drop significantly. So what they are doing is trying to lock the "spamming" accounts without loosing the acc, and in the end they will still have a big users on there official report to keep the stocks up.

But they also need active members. If they lock all the spammer's accounts (which are very active), their number of active users will drop (which is not good for them!). Probably they're testing something, I think they will loosen up. Or if not, we'll adapt to the change and keep spamming the hell out of Twitter!

Well, depends of the social network how they count the "active" users but generally they count how much users they have and the more deeper analysis they count the users in % active every week, month, year.

Its the best solution from them is to cut you off the acc, and they will present it as active, one week, one month, etc. but still they will have the numbers. The other option is to ban 20M users and more and have a huge hole and they will have to explain some tough shit to the shareholders lol
