Are free weeblys noindex?

I recently gave up scraping expired Weebly accounts since most of them required you to upgrade like you mentioned.
I'm not sure if they still pass the same amount of juice, but I'd rather focus on building other web 2.0s and not even worry about it.

Tumblr isn't no follow and they do still work. One of my sites I've had for a few months and done nothing with has recently jumped from nowhere to 65 in Google with just 5 or 6 tumblr links. I have no other backlinks on that site!
Weeblys on the other hand I have no idea.

I figured I would test this out.
In December I started a Weebly, brand new, it had the same "no-index" warning.
I then threw about 50 web 2.0 single page back links at it, then threw about 200 blog comments to those web 2.0s.
Over the next couple weeks, I fired about 2,000 contextual GSA-SER back links at my Weebly, and another 1,000 blog comments at my web 2.0s and just checked it today in Google.
Targeting a super low comp keyword(20 searches a month), I am ranked #1 in Google, yahoo, and Bing.
I didn't pay to make it visible, just threw back links at it.
I just put up a post linking this Weebly to my test site to see if it shows up in my GWT account. I will toss another batch of 2,000 backlinks( kitchen sink stuff), to see if the post shows up as a backlink.
Sometimes you just have to test things out to find out the truth.

I hate to disagree with you, but I got one indexed after the change.
Try it out, make a new Weebly, don't pay and toss a pile of backlinks at it. See if it indexes.
I am preparing a giant guide to web 2.0 authority PBNs, so I just 2 days ago made a new Weebly(brand new) to share as part of my guide, I will toss a pile of backlinks at it(I'll even use a fiverr gig to show they can be low quality backlinks), to show you can still index new Weebly accounts.
Sound good?
This will delay my posting by a few weeks, but keep an eye out for it.

You sure? Somebody here the other day had a thread saying that new Tumblr accounts were no-follow links now.

And how long was that page indexed for before jumping to 65? That happens to all keywords on new pages as far as I can tell, they get indexed, then the keywords are nowhere for a while and randomly pop in somewhere if you don't touch it at all.

Not no-follow, all the links in the main body are now meta refresh. If you add a custom template with a side bar those links will not be. Check it out on some random tumblr blog.
Quite some time, it had been around position 55-60 when it was first indexed, then it dropped because I didn't touch it for some time.
After reading that tumblr links were "useless" now I decided to test it out and they have pushed this particular site back up.
I'll add some more and keep an eye on it. I will only use tumblr blogs and see where I can get this site to.

Old Weebly are still good.
Some aged accounts can register and make new free blogs which are indexable.
New accounts and newly created Weebly need to pay.
Still good SEO value as no more of these will be popping up, so my aged ones now have a LOT higher value.

I would repeat it, because that happens for me when I have no links. Stuff pops in, out and back in. Sometimes just in and sticks. Sometimes in and out and continues to blink in and out forever.
I don't know why the last one happens but on some of my sites keywords constantly go to 0 and back to 4 over and over and over.

Now that a lot of SEOs are going to abandon weeblys, there's easy pickings among these weeblys for any SEO that's willing to pay for them to get indexed.
