I figured I would test this out.
In December I started a Weebly, brand new, it had the same "no-index" warning.
I then threw about 50 web 2.0 single page back links at it, then threw about 200 blog comments to those web 2.0s.
Over the next couple weeks, I fired about 2,000 contextual GSA-SER back links at my Weebly, and another 1,000 blog comments at my web 2.0s and just checked it today in Google.
Targeting a super low comp keyword(20 searches a month), I am ranked #1 in Google, yahoo, and Bing.
I didn't pay to make it visible, just threw back links at it.
I just put up a post linking this Weebly to my test site to see if it shows up in my GWT account. I will toss another batch of 2,000 backlinks( kitchen sink stuff), to see if the post shows up as a backlink.
Sometimes you just have to test things out to find out the truth.
