Hi,
Those are perfectly valid questions! I'll address them chronologically:
1. Since these links come from SAPE, there is indeed some risk involved in pointing them directly at your site, particularly if your site has no other links. Having said that, we filter the links for quality metrics quite extensively and make sure they are placed on sites of a relatively high quality. This minimizes the risks involved quite significantly, as can be seen by some users ranking for several years without problems with these links pointed directly at their sites.
Nevertheless, we obviously offer the buffers option for a reason. If you would prefer to shield your site from any potential risks, then the buffers come highly recommended as we have not yet seen a single instance of a site becoming penalized which used these buffers (if there were no other problematic links).
2. These links are rented precisely because the owners/webmasters knowingly rent their sites out through SAPE for link placement as a means of monetizing the site (which can be quite lucrative if your site has the right metrics).
3. You can indeed provide your own Web 2.0s/buffers. You can provide as many Web 2.0s as you'd like, as long as it does not exceed the number of links in the package
