I think that if you are careless and greedy then you will get delisted. Manually promoting a handful of interlinked sites on a single account probably won't.

make a blog / post at spaces.live.com
save your url at home.live.com/ and my.live.com/getstarted.aspx
I haven't tried this, but uploading and tagging a photo at get.live.com/photogallery/ might be worthwhile.
signup.alerts.live.com looks like it will get your site listed very quickly, but requires a phone number for verification, and it will show ads on your blog that you don't get paid for.

The quickest way is to just submit your sitemap to G00gle as well as create a Digg article and then use pingler.com to ping the site.

You should be indexed in 48-36 hours doing just those 2 things

This one is not fully true anymore as they have gone 'no follow' but it still cant hurt.

For the Nth time, nofollow does not affect google's interest in following the link. Only *link juice* flow is prevented. Google will follow the link, just not attribute any value to the link when computing your page's PR.

I use Digg.com and some popular classifields sites (the content of ad doesn't matter, as long as contains the link of the new site) and usually the site get indexed in a few days.

As FleshJoe said, the nofollow tag means nothing when you are trying to indexing a site on G. The trick is just to add your link on a very popular and often crawled site.

That is what he said - they still send the spiders to the link, they just don't pass any link juice (this is what they call following).
