This plugin is primarily for WordPress sites. It will work in a limited fashion on non-WordPress sites so long as you have at least a single instance of the plugin running on a WordPress site. In terms of controlling the bounce percentage, we do have a conditional option that will allow you to choose how much of your traffic would ever be affected by BackJacker. If you input 50% for example, BackJacker would only execute 50% of the time. To this date, none of our customers have complained about a penalty due to the plugin...and nothing has ever shown up in Webmaster Tools as being bad.
