how to make your own proxies/IPs ?

I was wondering how are IP addresses created?
lets say I wanted to create 100 different IPs instead of paying a provider, how would I go about achieving this?

You cannot 'create' an IP address. IP addresses are managed by IANA (https://www.iana.org/), and are granted to ISPs and other tech businesses.

depends what you want to do with those IP's. You can create them yourself, but they wont be able to receive any response from remote host.

The same way as any other computer connected to a network gets an ip address.

If you have a server/vps you can get ip addresses, but you have to have good reason for requesting them, especially now that IPv4 are running out.

For proxies it's probably easier and cheaper to buy from a provider.

if you need a good excuse to get extra ips tell the isp you want to setup a VoIP service for your company and the clients need own ips

I am clearly new to this department, tho I can code and willing diy
