If you meant to ask a question, then the 15 post PM limit is self-explanatory; you can't send private messages until your post count reaches 15. It's there to protect the forum from people who register accounts to spam private messages.
By the way, posts in the lounge and the introductions sections do not count toward your post count, which is why you were still unable to PM once you hit your 15th spam post.
