It has been over a month since payment was made - still no report, or sign that my project has even started. Emailed seller at week, 2, week 3, and now week 4, and was told "soon, soon, soon". Just started paypal dispute process today, unfortunately.

Report came through. Took longer than expected but that is understandable considering the quality of the domains and of each individual post. From what I see so far (the majority of links seem to be hidden from crawlers which is a plus), each post is handwritten, and each domain has relatively low OBL. No spun content (pretty hard to find here on bhw) - and all posts on websites seem to be within the same niche as advertised. Still too early to note any significant changes in SERPs but will update again in the future.
