Which SEO package to buy? Very low competition keywords

I have two keywords not in English but different language and I want to rank them both in a particular European country's google search.

They are both very low searched keywords one is 170 searches and other is 20 monthly when I set filter to that particular country. I have no idea why but my client needs it done.

There are so many packages on the seo marketplace which one should I order for such low keyword searched site?
 
You can't gain some rankings just by doing some on-site optimization? Those are some pretty low volume keywords.

My client just wants to see his website on the first rank on Google. I don't think just On site SEO will push it to #1
 
170 searches and 20 is pretty low.

Read up on a basic SEO guide and then install Yoast SEO plugin and follow the on page guidelines to see how high it will reach
 
few good backlinks should push it to top 3 assuming that your on-page seo is perfect.
 
Budget? Whats the budget to rank it? What can you spend? And how many keywords?
 
Just because they have a low amount of searches doesn't mean they are low competition. Some niches in the law/insurance niche with minumal search can be crazily competitive.

Have a look at the top 10 search results, that should give you an indication of the competition.

Once you have built up your site, where abouts does it settle in the serps with no backlinks/SEO?

If it is in the top 100 then that's a good sign.

Just aim for quality over quantity!
 
why do you consider buying seo packages? Many of them will serious hurt your site!
 
Diversify anchors and platform first using various link types before buying quality ones with your exact anchors.
 
Is this true? Maybe I'll stick to on page SEO using Yoast then.

He failed to mention that most will help.

Low competition niche should not be that hard to rank with strong onsite and some decent off site backlinks. You could look at what 7thAmigo offers as to web 2.0s and then build them up some and backlink them directly after you solidify your onsite and I would think you would see some decent movement.
