Why is this thing showing up in a live website?

My friend messaged me of something that i cant figure out myself so im asking the help of the experts here. So here's the issue.

My friend's website just got live yesterday but the problem is the wordpress admin panel or bar is showing up on the homepage. Please see attached image.

Ive deactivated all of its plugins and the bar is gone but after a few minutes it showed up again. Im not an expert with wordpress so i cant help him out. Can anybody tell me what to do?

The bar will appear when you are logged in.. Do this..

User > Your Profile > Uncheck option which says show toolbar when viewing site > Update profile

Thats it.

Yeh, only the admin and other registered accounts (if you have any) will see it...

the problem is even the ones that doesnt have access to it can also see it. since we tested it to our other friends and it is showing up. but as they tried to click on it they are redirected to the wordpress log in page.
 
Do you use perhaps a caching platform like wp super cache? If so, this might be creating the problem. I would suggest you to clear the plugin's cache and the problem would be fixed.

You might also want to install a plugin like this - https://wordpress.org/plugins/clean-admin-bar-removal/ it might solve your problem, I haven't test it myself though.
